Town of Tonawanda Engineering Department & Geocove Honored with Special Achievement in GIS Award
Esri, the global leader in location intelligence, presented the Town of Tonawanda Engineering Department and Geocove with the Special Achievement in GIS (SAG) Award on July 12, at the annual Esri User Conference in San Diego. Selected from hundreds of thousands of users, the town’s engineering department and Geocove received the award for its innovative use of mapping and analytics technology, as well as leadership in the field of asset management.
The SAG Award is intended to demonstrate an appreciation for organizations around the world that are using geographic information system (GIS) technology to understand vast amounts of data and solve complex problems.

The Town of Tonawanda continues to build, verify, and maintain its GIS datasets for all departments, along with Esri partner, Geocove. Ongoing examples include the Water & Sewer Department’s Lead and Copper Rule Resolution solution, the Highway Department’s tree inventory and management apps, and the COVID Facility Management System that evolved into a facility and record management platform.
Town of Tonawanda Supervisor Joseph Emminger praised the Engineering Department: “Day in and day out, the department is diligent in coordinating the engineering phase of town capital improvement projects on town-owned property. Their work and close attention to detail benefits every taxpayer.”
“The Engineering Department is proud to accept this award,” said Town Engineer Matthew Sutton, P.E., CPECS. “This award is acknowledgement of the work put in by many town employees and Geocove, the town’s GIS consultant. Jeff Morris had the unique experience to accept the award and attend the 2023 ESRI User Conference in San Diego. Jeff has taken the lead on water and sewer data management through GIS. The recent accomplishments will help make regular tasks more efficient as the Town leads the region in managing municipal assets.”
The Town of Tonawanda recently purchased streetlights from the local utility company. Esri solutions were used to identify fixtures for purchase, tracking the conversion project and are currently used for operation and management of the system. Additionally, ADA complaints are tracked through the GIS, from field inventory of trip hazards through follow up on future repairs, including identifying, prioritizing, and documenting statuses and responsibilities.
