Lawrence H. Brinker, Esq.

Executive Director & General Counsel
Northeast UAS Airspace Integration Research Alliance (NUAIR Alliance)


Lawrence H. Brinker, Esq. is an experienced pilot and aviation attorney providing advice and counsel to his clients on public policy issues, regulatory compliance, business development, mergers and acquisitions, and government contracting in the Aerospace, Defense, Agribusiness, and Energy sectors. The Northeast UAS Airspace Integration Research Alliance (NUAIR), for which Mr. Brinker is General Counsel, is a regional alliance of private industry, academic institutions and military assets and operations, working together to establish Federal Aviation Administration-designated test sites for unmanned aircraft systems (UAS) in the Northeast, based in New York and Massachusetts. NUAIR’s mission is to help make skies safe for routine UAS operation in commercial airspace.

Mr. Brinker has over 40 years of successful leadership experience that includes both government and private sector responsibilities. He held key executive positions with The Building Industry Association of New York City (Executive Vice President), Express One International (President & General Counsel), AirTran Airways and AirTran Holdings(General Counsel & Corporate Secretary), Mountain Air Cargo (Director of Operations), Colgan Airways(Director of Safety & General Counsel) and AeroTurbine (Vice President & General Counsel). His corporate clients have included Asiana Airlines, Virgin Atlantic, Belgium Challenge Air, Garuda Indonesian Airlines, Agfa, the country of Moldova and other international and domestic companies as well as numerous small Not-for-profits and businesses.

He is retired from the US Air Force with 25 years total active and reserve service. During his military career he attained the rank of Lt. Colonel and held various positions including Command Pilot, Intelligence Officer, Operations Officer, Ethics Counsel, Congressional Liaison and Squadron Commander.

Brinker is a FAA rated Airline Transport Pilot with multiple type ratings and over 8000 international and domestic flying hours. He is an FAA rated Flight Engineer in turbo-jet aircraft. He also served as an FAA Aviation Safety Inspector (Air Carrier).

His public service includes being elected to the South Carolina House of Representatives, appointment by President Ronald Reagan as Special Assistant for Public Affairs (Veterans and Labor issues), Transportation Counsel for the Bob Dole for President Campaign, Legislative Liaison to the Commander-in-Chief US Special Operations Command, Legislative Liaison (US House of Representatives) to the Chief of Staff of the Air Force, Transportation Counsel for New York State Senator Thomas W. Libous and New York Governor George Pataki, and Director of Government Relations for the Greater Binghamton Chamber of Commerce.

He attended the US Naval Academy and graduated from The Citadel with a BA in Political Science. He earned an MBA from Southern Illinois University and a JD degree from Atlanta Law School.

He is a member of the Federal Bar Association, Georgia Bar Association, the NTSB bar Association, the Air Force Association, the Civil Air Patrol, Lawyer Pilots Bar Association and serves as a panel attorney on the AOPA Legal Services Plan panel.

Andrew Hill

Andrew is responsible for innovation, education and community engagement for CartoDB. He prototypes visualizations and use-cases that push the boundaries of mapping on the web and help guide development of the product. Andrew has his Ph.D. in biology from the University of Colorado, where he studied the spread of infectious diseases, the historical patterns of biodiversity, and using data visualization in scientific research. As community lead at CartoDB, he tries to help people extract the most value from the open source tools they build. In addition to his work at CartoDB, Andrew is a professor at NYU where he helps students explore the intersection of mapping, design, and storytelling

John Calkins

John Calkins is a corporate technical evangelist at Esri. Throughout the years, his work has focused on natural resources, government, defense, intelligence, and science solutions.

Mining for Space-Time Patterns

Whenever we look at space-time data on a map, it is natural for us to organize, group, differentiate, and cluster what we see to help us make better sense. But how can we be sure that the patterns that we’re seeing are meaningful? Using space-time pattern mining go beyond visual analysis to start making more informed, data-driven decisions. Starting with exploratory spatial data analysis uncover patterns hiding under the surface, mine for patterns by focusing on spatial and temporal trends, and reveal complex relationships that drive the analysis forward. All too often we leave out time in order to analyze space, or we leave out space to analyze time, but using integrated space-time pattern mining tools, bring it all together, building on the analysis process to discover emerging patterns that can guide our policies, our processes, and our decisions.

Dr. Joel Caplan

Assistant Professor, The Rutgers University School of Criminal Justice

Joel M. Caplan has a PhD in Social Welfare Policy from the University of Pennsylvania and a MA in Criminal Justice from Rutgers University. He is currently Assistant Professor at the Rutgers University School of Criminal Justice. Before joining the Rutgers faculty in 2008, Joel studied with C. Dana Tomlin, originator of “map algebra”—the underlying framework of raster mapping tools in contemporary desktop GIS software. Since 2010, Joel has been Associate Director of the Rutgers Center on Public Security (RCPS), whose core mission is to engage in innovative data analysis and information dissemination for strategic decision-making. He collaborates with faculty and practitioners from various disciplines to integrate geographic information systems (GIS) and spatial analysis into research and evaluation. As his record suggests, Joel specializes in applying geospatial technologies to scholarly research.

As a computational criminologist, and from his grounded perspective as former police officer, 911 dispatcher, and emergency medical technician, he takes the strengths of several disciplines and builds new methods and techniques for the analysis of crime and crime patterns. In this regard, he co-developed (with Leslie W. Kennedy) a technique known as “Risk Terrain Modeling” (RTM). For the past several years, Joel has been leading cutting-edge research on crime control and crime forecasting using RTM methods. He has disseminated this research at professional conferences, in refereed journals, and in chapters of several edited books. In sum, Joel is a researcher, teacher, and administrator whose work is guided by a principle that every project should deliver a widely accessible product that is of practical value.

Paul Ramsey

Vice President,Product Management

Paul has been working with geospatial software for over ten years, as programmer and consultant. He founded the PostGIS spatial database project in 2001, and is currently an active developer and member of the project steering committee. In 2008, Paul received the Sol Katz Award for achievement in open source geospatial software.

As a team member with Boundless, Paul leads consulting engagements, software and support of the PostGIS database and he speaks and teaches regularly at conferences around the world.

My primary interest is applying geospatial technologies to the energy and EPC industries. Our firm, The Aventine Group of Companies, is focused on these industries, while also offering a few other out-sourced special program or project services. Our success has been product only of our customer’s satisfaction and we intend to keep it that way.

I have worked on projects and with clients in many parts of the world, and I have worked with people from many countries with the range of personal and technical backgrounds. These experiences have always reinforced my belief in people and our ability to come together to overcome challenges, and I continue to be inspired to take on new challenges by the people and clients I meet.

As part of my desire to bring the best solutions to customers, I have joined the Civil Maps team to assist them in commercializing their artificial intelligence technology stack for the engineering, environment and infrastructure industries.

Alex Barth

Open Data Expert, MapBox

Alex (@lxbarth) is an open data expert with years of practice in developing and implementing open data strategies and solutions on behalf of multinational organizations like the United Nations and World Bank. At Mapbox, he leads our data team to raise the availability and quality of freely accessible open data.

Before joining Mapbox, Alex was a developer and strategist for Development Seed. Prior to that, Alex managed information technology for an international development organization in Central America, where he became involved in the Central American open source community. In his free time, Alex has designed interactive robots and virtual reality interfaces, organized a traveling exhibit depicting life in Nicaragua and its sweatshops, and taken photos of his life and travels in Washington, DC, Nicaragua, and Austria.

Connie Brown, Reception Speaker


For twenty years, Connie Brown has painted custom maps for clients—individuals, organizations, and companies. Each map presents cartographic and aesthetic challenges. She has mapped private properties, favorite places, exotic travels, family genealogies and diasporas, life histories, school campuses, and environmental /historical regions. Connie has formal training in neither cartography nor art; years ago, she learned her trade by scrutinizing maps and adapting techniques to her own needs. She has been featured in such publications as The New York Times, The Wall Street Journal, House & Garden, Travel & Leisure, Town & Country, Forbes FYI, Vogue,and The Times of India. Her maps reside in numerous private collections and in the Map Division of the New York Public Library. Besides making maps, she teaches manuscript map-making workshops in her Durham, CT studio and in New York City. She lectures on her own work and on the internet-fueled 21st century cartographic renaissance.

Adena Schutzberg, Panel Moderator


MOOC Program Manager ESRI, Executive Editor at Directions Media Former President at ABS Consulting Group, Inc., 

Adena Schutzberg is currently the MOOC Program manager at ESRI. and Executive Editor of Directions Magazine and contributes to its widely-read electronic newsletters, website, podcasts and blogs.

She is also the former Principal of ABS Consulting Group, Inc., a GIS consulting firm which focused  on geography and GIS education. She holds a BA in Chemistry from the University of Chicago and an MS in Geography from Pennsylvania State University.
